Public Sector, an English-bred Kingman colt owned by Klaravich Stables and trained by Chad Brown, won his career debut by two lengths at Saratoga on Aug. 15, 2020, taking a 1 1/16-mile turf race by two lengths. Brown next moved him up to stakes company and the colt finished second to eventual champion 2-year-old turf male Fire AT Will in the Grade 2 Pilgrim Stakes at Belmont in October. He closed out his juvenile campaign with a well-beaten 12th in the Breeders’ Cup Juvenile Turf Presented by Coolmore America at Keeneland, a race in which he was jostled early and faded late.

Brown brought Public Sector back for his 3-year-old season in an allowance optional claiming race at Belmont Park in May 2021, and the colt finished second. He returned to Belmont in early June and relished the soft turf in another allowance, winning by three-quarters of a length under California-based jockey Flavien Prat. Prat returned to ride him again in the listed Manila Stakes at Belmont on July 4, and Public Sector just missed getting his first stakes win, rallying late but losing by a head to Original.
With Prat aboard once again for the Grade 2 National Museum of Racing Hall of Fame Stakes at Saratoga on Aug. 6, Public Sector was sent off as the odds-on favorite. Horse and rider saved ground through both turns while stalking the pace, and enough space opened up in early stretch for Prat to guide his mount to the lead. Public Sector kept a wide-rallying Annex at bay by a length for his breakthrough stakes win. He continued his hot streak with a win in the Grade 3 Saranac Stakes at Saratoga, where he stalked the leaders and wolfed them down in the stretch to win going away. Irad Ortiz Jr had the winning mount that day.
Public Sector made his next strart in the Grade 3 Hill Prince Stakes at Belmont on Oct. 23. With Ortiz Jr aboard once again, he rated well off runaway early leader Never Surprised in the early stages. In the stretch, he wore down the longtime leader and got up to win by a neck, for his third consecutive graded stakes win.
